A HISTORY OF SUCCESSFUL PARTNERSHIP
PRIOR EXPERIENCE
Straughan and JMT have 87 shared projects in prime-sub roles providing engineering and environmental services to agencies such as the U.S. Department of Health and Human Services-Indian Health Service (IHS). Under a nationwide GIS contract, the team established a GIS framework, performed data conversion, supported data collection, provided training, and maintained data for water and sewer utility systems and projects for more than 400,000 eligible tribal homes. Together, we provide engineering, environmental, and sustainability projects to Maryland Department of Transportation (MDOT) agencies and many Maryland counties, as well as the Metropolitan Washington Airports Authority. We provide water resources engineering and ecosystem services to the Philadelphia Water Department and the District Department of Energy and Environment (DOEE). Most recently, JMT and Straughan began executing NEPA, planning, and public outreach for the General Services Administration (GSA) and the U.S. Customs and Border Protection Agency (CBP) for four separate Land Ports of Entry along the U.S.-Canada border.

The SYM Partners team are leaders in designing and implementing stormwater management (SWM) best management practices (BMPs) within PA, DC, MD, VA and all the states within the Chesapeake Bay Watershed for decades. Our experience covers a wide range of services including National Pollutant Discharge Elimination System (NPDES) Total Maximum Daily Load (TMDL) planning and implementation of SWM BMPs toward helping Municipal Separate Storm Sewer System (MS4) permit holders meet permit requirements; analysis and design of SWM BMPs associated with transportation and site development construction projects of various magnitudes; stream restoration design for impervious area compensatory management; environmental stewardship; environmental mitigation; construction management and inspection of SWM BMPs; designated stream specialist services during construction; and SWM surveying and as-built certification. Our project managers have formed strong working relationships with local permitting agencies. Collectively, we have completed thousands of projects within the various jurisdictions covered by the USACE Baltimore District, including on most military installations, and are familiar with the differing requirements and the process for project approval for each jurisdiction.
